Title III Nutrition Programs
Title III-C Nutrition Services
Title III-C provides grants to States and Territories to establish and operate nutrition programs for both congregate and home delivered nutrition services. Title III-C also authorizes the Nutrition Services Incentive Program which provides cash or commodities to States and Tribes for meals.
This comprehensive effort has two Phases; first the contractor will develop an evaluation design that ensures an assessment of five major domains: program efficiency, program effectiveness, client outcomes, system infrastructure and interagency partnerships. Analysis and data must be accomplished at four levels: individual outcomes, aging network staff characteristics and activities, system level barriers and service outputs and long-term care policy impacts. The goals of the evaluation are to document overall program results, find ways for program improvement, aid the program planning process, show the programs’ contributions to elder independence, and assess best practices including those programs demonstrating the most effective cost-benefit outcomes and impacts.
